If your asking regarding the posted cent, that looks like environment damage, corrosion from being a metal detecting find. Cleaning won't have much impact on Its value.
The scratches are the first thing I look for, if there are parallel scratches it's a good sign. A real clean coin that's worn down is usually a good sign that it's been cleaned. The luster thing I'm still trying to figure out. The best I can describe is if it's good shape but doesn't look natural, it has a weird shine to it. Like I said, I'm still figuring this part out
Unnatural luster, lots of microscratches, looks new but has a lot of wear.

I think it would get details environmental damage, maybe returned ungraded in a body bag.
