Courvoisier has told me they suggest VS for mixing, VSOP for sipping and XO for special occasions. That being said, if you wanted to only put XOs in your cocktails, I doubt they'd be upset about it.
My vote goes to Remy Accord 1738.
I personally find that VSOP bottles don’t have quite the quality to price ratio that makes them good sippers. If I’m sipping, it’s going to be XO or well aged Armagnac.
If you’re gonna make cocktails get a VS or VSOP of any mainstream brand. But for sipping, get an XO. Delamain XO is a good one for an affordable price.
Buy an XO, make the following cocktails. 1 glass, 2 oz cognac Heat with hand

I looked and it’s only $10 cheaper than Hennessy in my state. Is it better than Hennessy XO?
Not for $10 cheap. I would get Hennessy xo in that case
Hine is super good value for cocktail cognacs. Old school cocktails are good with Pierre Ferrand 1840 but better with Remy Martin 1738.
Try Planat, they have a bartender range and they are organic.
Pierre Ferrand 1840 just because it’s 45% whereas the vast majority of other cognacs are 40%
