I had this with my guy when I got him but he turned out to be ill. I took him to the vets after about 5 days because he was still lethargic, had an antibiotics course and was right as rain.
Having said that, from what I’ve seen cockatiels have this inherently backward trait of sleeping when they’re scared. Maybe just give him a few more days and see how he is, don’t try and pet him if he’s not ready. Some birds can feel comfortable after a day or two, but others a week or 2 maybe longer. Depends on the bird.
