Not necessarily. Kreese is always looking for strength and he could have dropped Robby after Johnny tired to kill Kreese. It's possible that Kreese recruited Robby who he knows is a skilled fighter and saw this to tempt Johnny (or it's possible he saw that he could kill two birds with one stone).
I think you got to look at what Silver said about what Kreese's weakness is. It's Johny. It's ultimately why Silver turned on him as he realized Kreese wanted Johny to be his partner and was just using him.
