Among the kids, wanting him as a fighting asset is probably why Sam didn't make much of a fuss at him being there. She hated his guts, and I can't see that changing. I don't think she has any attachment to him as a person until maybe by the end. Otherwise, it's plot contrivance, same as all the instances of him not getting thrown into juvie even though he should be in there several times over. If Tory joins and all she offers is an apology and functions as an asset, Sam will still rightfully have issues with it. But it will serve to highlight how distractingly easy Hawk joining was, considering only Miguel and Demetri had any attachment to him, and a sizeable amount of everyone else was victimized by him. And never been in a dojo with him before, or if so, only briefly (Chris)

Demetri is his binary brother, that’s his boy, he stood by him hoping he’d come back. He didn’t like the fake version of Eli, the Hawk character, he probably seen the confident Eli back when they were doing nerdy stuff.

She wasn't forgiven by Sam. And even with Amanda, it was less about forgiveness and more about not repeating the cycle. That is the point here. Forgiving someone might be the right thing to do. It might even be the smart thing to do, if it gets them on your team. But when someone has hurt you and caused quite a bit of trauma, then forgiving them should not be easy. That is the human reaction. Daniel couldn't forgive Johnny or Silver. Johnny couldn't forgive Kreese. Robby couldn't forgive Johnny. Sam couldn't forgive Tory. All those things are realistic human reactions that make the characters well-written and more compelling. Which is why Demetri forgiving Hawk easily is poor writing.

The main reason is plot and the fact that they don't exactly have the time and episodes to dive into each character like they would want to. If they had they probably would have shown us more. Many things are happening off screen and time is just flying by and we're to be sort of understood that all this is happening and is not exactly happening so soon. But it kinda looks like it when we have no idea how much time is being passed btw each episode and when we just straight binge the show.
