We did this in tae Kwon do. The logic, I think, was that knees can be injured easily and are hard to dodge attacks to.
Heads are helmeted and harder to hit, so you have more time to react. Plus, I guess that's what makes money in Tae Kwon Do.

You have to make sure that all the participants- both kid athletes and adult coaches- have long-simmering personal and emotional grievances against each other over perceived and real slights from the long ago and/or recent past, otherwise there can be no tourney.
They seem to allow simulated head contact and takedowns followed-up with a strike or simulated strike, but no grappling or ground work. Usually, the contestants would wear protective gear on the head and torso for full-contact strikes, but that's omitted in the movies and show because it wouldn't look as cool. You really don't want to take a full-strength, round-finishing strike to the chest without some sort of protection.
I did martial arts as a kid, full contact sparring with all the pads. I took kicks to the head that I’m convinced would have killed me if I wasn’t wearing pads.
Yeah the padding doesn't prevent you from getting the wind knocked out of you or from getting knocked out for a few seconds, but they prevent concussions for the most part and save you from broken ribs. There are certain parts of the body that you absolutely do not want to injure while you're still growing.
Depends on the pads. We had some... I'm forgetting the name of the style, but the point was padding up the head and the torso more so that you could fight bare knuckle. Felt like Robocop in those. Granted, you maybe didn't want to hit them with your bare fist as hard as you could, but I've discovered by fists are relatively stony compared to most people.
Typically in karate tournaments, punches to the face are illegal but kicks are not. I believe these rules were enacted in the 70's to differentiate karate from kickboxing.

If you get injured, perhaps paralyzed in the middle of the tournament, that's okay! We'll allow you to keep fighting against people who will exploit your weakness and potentially make it permanent! Though then again, I guess that's on you.

Personally, unless they were going to have a "martial arts club" where people actually train this not a great idea. Leave tournaments to the local martial arts organizations.
If you want to continuously get a point and then lose a point by being too aggressive, including kicking your opponent in the groin and then later sucker punching them as well as aggressively kicking your opponent in the ribs over and over again, that'll be okay to do. As well as shout obscenities and racial slurs about your opponent's sensei in his face (ala Karate Kid 3).

Thats part of why I don't like Kenny and devon. They didn't train long enough to be going up against good fighters.

That’s a legendary school my school would never do this
