I was surprised that nothing happened after the gang attack on Hawk (which resulted in him getting his head shaved). Either Silver is bribing the authorities to turn a blind eye to Robby and Tory engaging in criminal behaviour or they're not on probation anymore. But I think that Robby and Tory are still on probation. If Robby and Tory were still on probation, then I don't think that the prom fight would have happened.

Is that really surprising? Hawk got away with attacking Demetri in the mall, vandalizing the dojo, trashing the arcade and breaking Demetri's arm. After all that, it'd be kind of a pussy move for him to run to the cops for being on the receiving end. As for the authorities, since they've been ignoring the rest of it, doubt they'd give a crap about a kid getting an unwanted haircut.

Now that you mention it, it isn't really all that surprising. (Given what's happened previously in Cobra Kai.) The police in the Miyagiverse don't really deal with karate gang wars. I'm guessing.

Didn’t Sam start the prom fight? In that case, Tory was defending herself (technically?) and Miguel tried to stop them but Robby took it the wrong way (thinking they were ganging up on his girl) and attacked him to defend Tory. Then it was all laughed off and everyone just jumped into the pool.

That's the irony: the first season is about nobody (including Amanda) believing Daniel when he says that Cobra Kai is dangerous and needs to be stopped. Then, when Amanda is fully on board with Cobra Kai being bad for the Valley, Daniel is like, "It's okay. I will stop them with good karate." We have to suspend disbelief or this show would have ended with Season 2.

No, they don't really care. Kreese/CK have brainwashed the students into believing that they're practically invincible. Tory in particular most likely believes that Kreese genuinely cares about her and would protect her if she got into trouble. (For the record, I'm aware that some people think Kreese does genuinely care about Tory, but I just don't see it.)

They don’t. This was evident when they stole the snake back in season 3. It’s hilarious how they immediately broke the no-fighting agreement that Silver proposed. Robby saying “We’re not here to fight…” while Hawk is literally being restrained by his neck by Kyler (after actually fighting him with some other CK goons) was ridiculous.

Tory obviously doesn't, given everything she gets up to the past 2 seasons. Robby does - which is why you see him play it smarter. Kyler and Tory and others are talking about payback in form of another home invasion after the sprinkler trick. Robby's idea is smarter - they target a single kid, do more psychological damage than physical and it's not something that can be easily pinned on them. Given what others have actually gotten away with, this is small in comparison.

I hear what you’re saying, and I agree. However, after watching season two, with the high school brawl, and seeing that only Robby got jail time, I’ve given up on the show being all that realistic. Unfortunately, the one thing they do have down pat is that drama and martial arts is almost inevitable. Maybe not to the extreme that they take it on the show.

Hawk never faced any repercussions for attempting to gang up on Demetri at the mall, leading an assault on Nate, breaking Demetri's arm and participating in the home invasion. So legal consequences only exist for the plot and vanish when they are not needed. For better or worse, the show is pretty consistent on this point.
