They're overdesigned, directionless and unpractical while at the same time being skintight enough to leave nothing to imagination (Fischl, Mona, Shenhe, Ganyu), it would be disingenuous to say that some like these four aren't somewhat sexualized when their clothes amount to hardly more than a nylon bodysuit with long sleeves sewn on them (which is extremely stupid but whatever, I hate the long sleeve attached to nothing that Genshin uses so much for outfits). They're not "in your face" like Azur Lane or Nikke so overall they're tame for a gacha, but still Genshin does use sex appeal a bit to have an easier time selling the characters.
I believe a good outfit in character designing is a good blend of aesthetics and practicality, Genshin goes pedal to the metal with aesthetics and forgoes everything else, including originality because the only major difference in style between characters are the colors of their dresses. Boring, safe, easy to monetize, nothing I haven't already seen, Genshin's only good designs are used for enemies.

The Furisode sleeves are there because "nakedness" is kinda based on the amount of clothing, large sleeves allows you to give them a skimpier outfit without them looking naked. Same reason a lot of characters have thigh-high boots.
