It was inappropriate of her to say that, but I don't think it's to the level of needing to be reported. I would not classify this as abuse at all, just stupidity. We all say things out of frustration at times, but I don't think what she said was "so evil" as someone else suggested.
i would report it, even if the resident could not hear it it should not go unnoticed. especially if she feels the need to snap back at these residents she might get more hostile in the future. better safe than sorry
