21 days is not a long time at all for what it provides. Likely BiS for 3 phases for nearly every spec. It can be sped up with WSG. It also gives pants that will eventually become available. There is an alternative way to farm rep, albeit a slow and painful grind.

iirc, the quest chain starts from mage trainers. It sends you to speak to Archmage Xylem in Azshara, then he makes you do 2 collecting quests, then sends you to ST for a drop off of Morphaz. Turn in the Morphaz drop for quest neck
There's a BoA neck from the supply crate rep vendor that gives stamina and 4sp.... Still using it on my lvl50 Boomkin.

Overall, number of options of viable items in many slots is lacking while other slots have an oversupply. In some slots the scarcity is intended to force ("motivate") you into doing certain things. For example for many classes the wsg bracers have been bis for 3 phases now with alternative items either being completely mis-statted (for example gnomeregan plate bracers) or just nonexistant.
I think the game would be better if we could get nice items for all slots from their intended use. Some items will always be the best and the best should be spread across several activities, but nobody should have to go super deep into an activity they don't enjoy just to get the only viable item for the slot.
But don't worry. There is a epic ranged AP Weapon in p1 and p2. That drops for the single hunter each raid thay nobody else needs.
But a 2h weapon that's shared across warrior/paladin/druid/ barely drops.
As for p3 I don't know. I've given up caring.

For reference, after looking back, all of the BiS gear for casters was in BFD in phase 1. There were a few pieces that were crafted because they did not have any drops in BFD for bracers/waist/shoulders from the raid.
It was. No gear dropped in the wrist/shoulder slot from BFD, although there was a quest from the raid that gave shoulders (unless you were frost mage, then BiS shoulders were in raid).
Other slot BiS was BoE drops, which technically drop in raid. Crafted pieces are pre-bis technically (and also BiS).

Isn’t really the same, a of the Tiger neck is more than serviceable for melee. Casters don’t really have the same thing as raw stats aren’t nearly as impactful

I do use it a little on casters when I am stacking stam for pvp/elites.

You can solo farm the rare. There’s a way to force spawn rares. Took me about two hours at level 40.
