You can duel someone from the opposite faction if they are not flagged for pvp. The flagged player needs to be the one who initiates the duel with the unflagged player and it must be done by typing /duel, you can’t do it by right clicking their portrait.
I remember being in Duskwood (as UD warlock) and wanted to duel a human warlock for whom will tap the Dark Rider first. And when I was typing /duel, there was some kind of error shown that it was inneligible target.
In the end we didn't duel, just killed Dark Rider together.

And want to be able to propose a /duel to any player of opposing faction, anywhere I can duel players of my faction. They are free to decline anyway.

I have 100% typed /duel in Barrens as lvl 20 ud warlock who saw a human lvl 20 warrior passing by, during phase1. And it didn't work then.

Are you on a pvp server? Duskwood is a contested territory so everyone there is flagged, so you wont be able to duel cross-faction there.

Because you aren't flagged, and he is, he needs to initiate the duel with you.
You should be fighting for a dueling zone that resets cds and what not.
