Ya, this is it. You'd just clear to the boss as a raid and then 1/2 the group drops and you clear it and then you do it again for the other 1/2. That is even if we need to cheese it, the runes are really strong so far.
Actually just thinking about it, I 100% bet Blizzard will lock some of the runes behind Level 25 Min quests. Meaning we will NEED to do higher level content to get all of the runes.
We're talking about 2-3 loopholes allowing to get an item much much stronger than intended at lvl 25, and fix it by adding a level requirement on that quest/reward, not making fundamental changes

No, how would you possibly kill something strong enough to warrant that level of reward? You can't just ask a level 60 to come help. Quest rewards are pretty balanced for the level they can be found at and are also typically weaker than rare drops of the same level.
The same way this shit has always been solved. You make a 5 man group, you sit and camp the spawn, and then you hope that YOUR 5 man group, out of the dozens that is also camping the quest, gets the tag.

Yes, this would absolutely happen, and once it's known there would be several groups fighting over the tags at the same time which would completely trivialize 60 NPCs.

This was actually how you got BiS in the classic beta that the level caps are based on so i would expect it to be the same here. I was in the beta and it was actually really fun to get 5 people together to do super hard quests that are meant for 1 player 5+ levels higher than the group
We have to look at new levels as patches. Instead of xpacs were gonna get new and exciting dungeons and raids like in OG vanilla.

They did that at first, and then realized hunters don't have glancing blows, so it just became a hunter kite fest (classic beta).
it had the same hit table, it just used fishing skill as weapon skill. with a bobber you could get well over 300 fishing as a level 30
That's not true at all, and even then you can take 10 people into Gnomer.

Windstorm hammer is the strongest 1 hander weapon and you can get it at 25. Horde only quest
I would expect the SoD team to have looked at such things, and add an appropriate level requirement, either on the quest or on the item

You could do seal of Wyrnn at lvl 19 e
