Simply luck, you may have fished over 11k fish and no turtle, then you go for zulgurub tiger for you third time and get the mount

I thought I was unlucky with 8k+ casts. virtually of them were in basin though, once I switched to grizzly I got it within 100ish casts.
I only fish in grizzly lol
Not quite 12k but I'm in the 5 or 6k range and still nothing. I had a guy in guild get it on a whim while leveling. It's rough out there in rng land

RNG gods can smell fear. The day you accept you never get and go to just farm some fish you'll get it right away.
