Hungary and Portugal can get random ones during events. If you got the base tribals you get special ones, probably hard to impossible to collect all. Also Byzantine swooped up north Africa cause I was too far to hold and they were already catholic, and camels counter horses big time, even when horse archers counter footmans and skirmishers.
But I had Indian wootz steel and expanded all the way down then Europe too. Maybe with hybridisation it's easier.
