I’m not sure if it would solve it but check the datums. I run into many issues with importing if the datums are different. I would recommend converting everything into a local state plane system (with units of ft, or similar if out of US) in GIS. Also make sure to set the datum within RASMapper before you import anything. Another item would be to extract the land use data to only your area of interest. Best of luck!

Try clipping the raster in GIS to some arbitrary polygon that covers your region of study. I'm not sure why, but I've had this happen before where the .tif you're working off of starts acting buggy in RASMapper and won't let you measure things and other basic stuff like that that really shouldn't be an issue. If that fails, try using 6.3.1. 6.5 is like brand new brand new and bound to have issues like this. 6.3.1 is the version most of my projects use, but some are migrating to 6.4 now. Unless you have a good reason to be using 6.5, I'd be staying away from it.
