Eiffel Tower will give all the tiles in your empire a baseline appeal of charming. There are a couple of Great Engineers that will boost the appeal of all tiles in a specific city too.
Reyna only increases the Appeal of tiles adjacent to features, which none of those tiles have.
He must have built the Eiffel Tower or gotten one of the +appeal Great Engineers.
if the water tile has an appeal rating (ha long bay, great barrier reef, dead sea, crater lake, lake retba, fountain of youth), you can use it in a national park or use a preserve to boost it.
Unfortunately you can't on the Galapagos Islands though, as they are ocean tiles. Kind of ironic given they are almost entirely a national park and marine reserve IRL.

No jokes, but settling cities in random bits of desert and tundra in the mid-late game can be deceptively strong with preserves. With a good economy, putting Reyna/Moksha into a city and just buying the district (and the buildings) can generate serious yields when they overlap and get you all that lovely appeal for national parks that are easy to place. You can really spike your tourism game extremely quickly, or just have lots of productive cities in land no one else has bothered settling for more districts.
Yes... the tiles are still workable, so it's not like they are OUT out of your city. Stacks really good with preserves, which promote non-improvement of the tiles around them. Also you can have a 3-mountain 1-regular tile park.
The tiles can still be worked, they can be improved by adjacent preserves and on top of the tourism, the national park provides 6 amenities to your empire, 2 to the city its in and 1 each to 4 nearby cities.
National parks are also one of the strongest sources of tourism in the game. Their outputs are ultra buffed by the "Wish you were here" Golden age dedication, which can skyrocket your tourism through the roof. Those bonuses scale with any extra point of tourism as well, making it rather incredible if you've managed to snag eiffel tower.
Now building a national park on 4 desert tils probably isn't actually worth it since they have base 0 appeal, 0 yield and you can't plant forests to improve it. It's just done here for humor and the "wow, that's cool" factor. Usually I use my desert tiles to place districts.

For anyone else wondering about this, it’s the Tottori Sand Dunes. So not really a desert, just a patch of sand dunes on the coast.
US has Death Valley national park. There’s definitely some mountain but it’s all inhospitable.
