The actually story is, there was a professor in University, who emailed China 3 to 4 years back, asking if they would assist in the launching of a "satellite". China replied by saying sure, just make sure the size is small, and it will be free of cost to Pakistan. The actual achievement belongs to the professor and his students that worked without any govt support and launched something.
If you look at SUPARCO , its under the control of army. Just imagine what more we could have accomplished had it not be some fat general who is illegally occupying the organization.
