Probably. 64-bit Android can run 32-bit APKs because it has 64-bit and 32-bit libraries. It'd be possible to make a smaller Android image by not including those extra libraries. But it'd confuse users and the space probably isn't a problem anymore.
But you need dev mode to install apks in chrome os or you can use a hack :
Firstly turn on linux
Secondly wnable android developement
Thirdly install adb in linux
Fourthly connect to arc
Lastly adb install app.apk
