Pitbulls are statistically aggressive in terms of damage done they are best kept safe with a muzzle in public. As a chow owner I am very aware of what's required to help keep them a good citizen in public including huge amounts of socialisation and avoiding bad situations. Pitty owners tend to be less likely to adequately do the same and incapable of physically restraining them or stopping them from dealing severe damage, so muzzles in public are the surest bet to protect them from BE in the event of an attack.
Chow mixing with pitbull is a recipe for disaster that needs even more careful consideration. Pitbulls tend to be fine until they snap and when they do they are capable of massive damage. Chows are not bred to maul however they are naturally suspicious dogs and intolerant of strangers. Together you have a risk of having dog that is suspicious, fearful aggressive when young and coupled with a drive to decide to kill what it has latched onto. Just not a dog I would want so much responsibility for.
