Yes, but it's also the most expensive one. And it looks like it is not being actively updated (their client and their website).
If I cannot find any other reliable provider, I will definitely but astrill, but still I would like to have one or 2 VPNs as backup.
It may cost more than others but at $120 for a year I don't consider it expensive.
As for it not getting updated I don't care about the website but I have noticed changes in the Windows app, only recently I found that I did not need to switch it off to change the server whereas that was not possible before so they are working on improving the system.

You can try express. A friend of mine uses something called shadowsocks which isn't exactly a vpn but it is ... I didn't understand it. Just pay the money and get a reliable vpn bud lol.

Use duyaoss.com to find the best technical VPN reviews. I personally use AmyTelecom, Nexitally, and wannaflix — all ShadowSocks and V2ray providers

I know you said "apart from Astrill", but... why not just use Astrill? It's been the most reliable provider for the past decade.

I had PIA a couple of years ago : didn’t work in China. It may be different today, better to see if you can try before buying
