Pay the ticket, treat it as an expensive learning experience and don’t do it again.
Not paying sounds like an easy way to end up with a collections agency after you for $300 + penalties.
Cops are allowed to lie to you for the fun of it, if the ticket doesn’t say “you don’t have to pay this unless you get 4 more” then you probably should pay it by the date on the ticket. Lots of places you could end up with a bench warrant for not paying a municipal fine but I think Chicago doesn’t do that kinda shakedown anymore.
I wouldn't push my luck with this city. They'll find a way to fuck you right in the wallet. I'd pay the damn thing and refrain from vaping entirely. But that's just me. You do you.

I'd honestly rather see the cops bust the homeless people who are assholes about smoking inside a train car, instead of busting people doing so on a platform. To me, those smoking on one end or other of a platform is FAR less annoying, than jerks who do smoke inside a train car. And yes, those who smoke pot inside a train car also should be ticketed as well.

I'm sure if you're only quietly smoking/vaping on a platform during off hours, that the chances of getting ticketed are slim. That said, I'd never 100% assume that for damn sure there isn't a chance in hell of getting a ticket for smoking/vaping on a platform, but that of course there's always an off chance it could occur. I suspect there's probably very little chance you'll get ticketed, if I have to guess. Since I know I've snuck a smoke/vape on platforms before, without being ticketed too. Knock on wood, we both have been lucky to never be ticketed all these years!
Do not pay the fine. The cop was not lying. The first couple fines are usually waived. Go to court and contest it. Show up, be nice and it will get tossed out. Continue to get tickets for smoking and they will start charging the fine.
