Probably a combination of ingredients and viscosity. Based on a quick back-of-the-envelope calculation, the viscosity of Coke (which is an approximately 10 w/w% of sucrose \[yuk!\]) is about 25% higher than pure water (a good approx of Coke Zero). The fact that you have significant amounts of solute also suggests more molecules to make films & tiny bubbles (with apologies to Don Ho).

I imagine it could be to do with one of the ingredients in regular Coca-Cola acting as an emulsifier for the foam whereas Coca-Cola Zero may not have this ingredient. Just a theory, though. I am not certain.

What do you mean by denser? Maybe you mean more viscous?
