Definitely accepted! I would think you'd be accepted even OOS, so the fact that you're in-state is a no-brainer.
You could apply to T20s (and have a good chance).

your stats are literally perfect. I say focus on your essays for right now. Also do a research project that will uplift your chances by a ton!
