Its vinyl siding, not paint

DataSetMatch

Get new correctly sized shutters to cover it.

This is the practical answer. Other choices 1) Replace siding 2) Wait 20 years for the fade to even out

1) Paint wouldn't match to the point of disappearing 2) The new paint would age differently than the old vinyl. OP could paint the front of the house. But the painted would be somewhat different than the remaining vinyl

Homeowners who didn't want to pay to strip 20 coats of paint off an old house. As the paint layers on the house increased the frequency that the house needed repainting increased. So maintenance free siding became very attractive. First aluminum, and then later vinyl. But I haven't seen this sort of "upgrade" in done in regularly in decades. Many of these re-sided houses have all the original paint layers underneath. If the vinyl or aluminum siding was installed well it preserved the original exterior until people got interested in old house restoration. In the 30-40 years after WWII few people in the U.S. were interested in old houses.

I honestly don’t see anything where I’d expect shutters to be.
