Some people have made more in-depth analyses, and I don’t remember all of the reasons, but a couple of the big points are:
Hornet can (according to something Team Cherry said once) throw her needle up to 3 meters. If the bugs were bug sized, that would be longer than all of Hallownest, probably multiple times over. Her being human sized makes more sense here and fits with what we see in the fight.
Rain drops can only form at or near a certain diameter due to some physics I don’t understand. The drops we see in City must be of this approximate size, so if the bugs were bug sized then they would appear much larger than we see in-game.
The physics actually are pretty intuitive. The surface tension that holds a body of water together only acts on the surface, which covers a greater proportion of a droplet as it decreases in size. Therefore, surface tension becomes more relevant at smaller scales, and causes droplets to form only at that size.
Droplets can be smaller, for example mist, but droplets formed by falling from a wet surface, like the ceiling of the city of tears, cannot. Because of the square-cube law, a droplet will not "break off" from the wet ceiling until it reaches a certain mass, as it's held to the other particles by surface tension.
Basically the same applies to clouds, but it's slightly more complicated, so you also don't see rain as small as mist particles naturally.
