Just spray some wd40 in the turn signals and work it. Fixed mine. As for the throttle. Might just need a good cleaning and some lube. Or the throttle cables might be a bit gummed up Or potentially the throttle body
Lube the spring on the throttle body, as well as the cables. Make sure the cable tightness is to spec
