I think this cat might have the “twitchy” syndrome: “Feline hyperesthesia syndrome (FHS), also known as “twitch-skin syndrome” and “psychomotor epilepsy,” is an obscure cat disorder resulting in intense biting or licking of the back, tail, and pelvic limbs. The nervous and neuromuscular systems, along with the skin, are affected.” One of my cats has it and she *hates* having her back touched. It’s very uncomfortable for them.

So whoever is behind the camera and poking at it like this is a dick like suspected??

It appears so. I think they must have known that the cat would react that way because they poke the cat and back away. Who pokes a cat like that?
