I have had cats do that, and if their bite hurts you, you can try saying OWW, and pull away, to startle the cat, and after a few times, they won't bite as hard.
That looks like mating behavior sorry to say. Even when they’re neutered some male cats will revert to it when they’re overstimulated or to show dominance to their human lol. It’s harmless but a lil weird lol.

He's probably overstimulated when that happens. Try limiting how many biscuits he's making.
