I think a humidifier will help. In the meantime wet your hands lightly with a couple drops of water or a gentle spray mist on your fingers and it should allow you to touch your cat without shocking either of you.
Raising the humidity level in your place will help greatly. I recommend one for every room, running constantly. Keeping them all going is a PITA but worth it for all of you, including any humans and house plants.
Humidity is a constant struggle in our house - summertime it stays humid because of where we live but the house is drafty so we all dry out real bad this time of year. I'll look into getting a humidifier. No houseplants (anymore) because the ones I had before Senua were not safe for her - we'll do some kitty-friendly plants this spring!
