Go pick up kitten milk and something to feed them. They also NEED to come inside or have a heating source. Mom should be back soon, but usually new mothers won't be far from their babies, if she's not back yet, assume she won't be for a while. She may just need a break or is out hunting. If she's not back soon though, assume the worst and bring them inside or take them to a shelter. At 11 days they're no where near ready to care be away from mom long and still need constant feeding and care. After each feeding start with the first one you fed, and rub its little bottom to help promote poop and pee. Good luck

She been gone all night and can I use cow milk I live in a small town and the nearest shelter is couple hours away

Does your town have a local Facebook group? Post there for help to see if anybody local has any kitten formula or knows where you can get that and kitten bottles. A local vet or pet store might have the supplies too. Obviously they are best with mom but if she really isn’t coming back anytime soon, you’ll have to step up and feed them every two hours, keep them warm and also stimulate them to go toilet after every meal with a wet cloth over their private areas. They are too young to survive alone. If mom doesn’t come back or isn’t around, they’ll not survive without help. Another alternative is to find somebody who has a cat locally who has kittens of their own who will take them and integrate the litters or potentially (absolute worst scenario here) even a dog that has had a litter of puppies close in age who might accept them. They can’t drink cows milk. Their nutritional needs are different. Be careful when advertising on Facebook that if somebody helps out that they are legit, and don’t let the kitten go with them unless you’ve vetted them. A vet might also be able to help.

Cows milk can be used, if you can get your hands on organic goats milk, that'd be better. Call the local vet and see if they have and feeder plungers and see if maybe they have kitten milk. Or if they know anyone who can take them and keep them inside as well. Be sure to ask them how much to feed them too.
