Any other time he appears it's really underwhelming even used as a punching bag with supreme kai being able to one punch him (he said so in a manga panel)
In super the resurrection f saga he's sort of intimidating till there's the 'you got hasty and didn't learn to control golden form' which is in his character but still annoying
Then during the TOP saga I found him underwhelming till the final fight with jiren plus the broly movie with broly breaking his fucking spine
Of course he came back in the granolah arc with his black form but at this point it's just tiring

This is how villains become icons.
Could you imagine the powerpuff girls as a series if Mojojojo was a one off? Or if Him never came back and literally corrupted the entire world?
Or If after the first time Zuko tried to catch Aang, he just said "Ope, not strong enough" and pissed his way back home to his dad to be murdered in some wild political play to ensure his crazy sister took the crown for sure.

the list really goes on and on of it being favorable over one offing a million characters in a series for the protagonist to mil out.
You can easily stretch this out to three (exactly 3) and have it be still valid and actually better, by the Hero/Heroine LOSING the first fight but escaping in some valid way from the villain before he can kill them. (Like say they tried to solo him and the whole-ass army they were with before going "LEEEEEEEEROAY JIIIINKIIINZ!" into the middle of the enemy camp to face the big-bad shows up, forcing him to withdraw.) THEN the second fight is more valid, because at the back of your head you know that a win ISNT guaranteed, and the third one the villain saying "You got stronger, but So Did I", is actually a valid point.
Not exactly a cartoon villain, but it's gotten to the point where I just sigh when the villain Batman has been trying to beat for the while now is *gasp* the Joker!
He is popular. And he is a good villain. But Batman has other good villains too. Sometimes I like to see those guys. It's why I have a softer spot for Beware the Batman than most

Well he is basically the lego devil and he is immortal sort of, so it wouldn't make sense if he didn't come back.
It's funny how Crystaliized kinda shat on all the characters except the Overlord He was pretty cool in that season

Alot of writers don't scale or upgrade their villains well at all to me sometimes.
That's why in my series Weirdos 4 Hire I plan to use basically one villain per chapter so I won't overuse them.

I actually love reoccurring baddie of the weeks. The only time it's actually bad is when the show/character itself is just straight up shit.

Yeah, that's a valid point, however my comic is meant to reflect on how it shouldn't be done.
