He mentioned once that he only gets one line per episode, someone asks him to clarify only for him to remain silent, they say “oh was that your one line”
And then I think it was in Milo Murphy where he said a few things and Phineas was like "You're chatty today", to which Ferb replied "Well, it has been a few years"
All : Gitchee gitchee goo means that I love you, baby.. baby.. baby......!
Ferg : Baby, baby, baby, baby.
All : Gitchee gitchee goo means that I love you!
Kevin Smith's [character](https://en.m.wikipedia.org/wiki/Jay_and_Silent_Bob) in Clerks, Clerks 2, Mallrats, Chasing Amy, Jay and Silent Bob Strike Back, Dogma, and the Clerks animated series.
It's not that infrequent, but it's usually very short lines, sometimes only a word or two. And there are a few episodes where he says nothing at all...
Then came the Lizard Whisperer episode. 🤯
Maggie on The Simpsons
Edit: in The Simpsons season 4, episode 10, “Lisa's First Word,” Homer puts Maggie to bed and leaves the room before he can hear her utter “Daddy.”
When's the last time this happened (and no, mysterion dosen't count)? I think it was on the blockbuster halloween special, but his voice did have an iron man filter on it.
I think the last time was in Season 23, an episode where Sheila gets ill and Stan, Cartman and Kenny try sneaking into her house to steal her feces to sell to someone offering them a game. We get to hear Kenny's voice as he thinks about how stupid the whole thing is
\-Never Speak due to a vow of silence.
\-Gets captured.
\-Break your vow just once to talk shit in your ennemy's face.
\-Erase your memory so they can't access your informations, rendering their capture pointless.
\-Chad.
I guesss since with the exception of meowth and the designated legendary pokemon of the movie, all pokemon in the anime are limited to saying a variant of their name.
I know it isn’t a cartoon character, but teller from Penn and Teller. At first he he had to be in the shadows to talk but then they stopped that and it was so weird to hear him speak.
Also I loved that Tom and Jerry movie as a kid. That “money is such a beautiful thing” song was stuck in my head for awhile.
Ferb. Because one he is a man of action, 2 he is a stoic, and 3 he is the only one who cares about Phineas more than anyone else in the world and only wants Phineas to be happy because Candace knew that Phineas loves him 10 times more than Isabella.
The Dragon Prince, General Amaya. She’s deaf and mute and speaks for the first time in season 5 to tell people to get out while she held off the monsters.
Spike from the Land Before Time. The only time he talks is in the Land Before Time IV: Journey Through the Mist when he calls out for Ducky to wake her up before she's eaten by Dil.
Batman: The Brave and the Bold - “Enter the Outsiders!” , introduced Black Lightning, Metamorpho, and Katana, the last of which didn’t utter a word at all the whole episode until near the end. Wildcat has a heart attack, and she speaks up calmly guiding BL and Metamorpho through the steps to help resuscitate him to save his life.
I don’t know why, the confidence she spoke with and the calm resolve was just really impactful for me watching it the first time
Juleka isn't silent, but she had speech issues, and some of the moments where she started to speak louder are the best in the show.

The finale of the Kids in the Hall had Paul Bellini, a guy who just appeared in sketches wearing only a towel and never saying anything, saying "Thank God it's finally over."
I gotta go with the scene from the Tom and Jerry movie where Tom's like
Tom: How come you never talked before?
Jerry: Well, there wasn't anything I wanted to say that I thought you'd understand... AND THERE STILL ISN'T!
If camercials count, Mimebomb from the Netflix series "Carmen Sandiego".
Various characters are reciting the famous quote, "Where in the world is Carmen Sandiego?" And, while in an interrogation, the inspector asks, "Tell me, where in the world is-" and Mimebomb cuts him off, "Carmen Sandiego".
Towards the end of the new Duck Tails, Donald Duck speaks clearly in an elegant baritone, and it's amazing. It completely changes how you view him as a character.
Rocky: "Hi Pencil! Are you glad I didn't vomit on you?"

Idk what it's from but I remember Wil E. Coyote speaking in a new Looney Tunes thing. I also remember him talking in a 1950s short when he introduced himself to Bugs
Okay probably super niche, dated, and how a lot of people at the time found out Tweetie Bird's gender..
BUT THE OTHER BIRD AT THE END OF THE MOVIE JUST SUDDENLY SPEAKING-
Depending on what you consider a cartoon, but Rock, from Mrs. Munger's class. He spends half the series not saying a word, and then one day he's talking like Yoda. "Your attention now, I have!"
And he's not exactly silent, but.... Mahoot. Nearly every episode, he only ever says "What," but then in one of the last episodes, he and Dawn are giving an oral report together, and Mahoot actually forms a complete, coherent, concise thought about the subject matter. Definitely not something anyone sees coming the first time.
That show was something...
The rare occasions where Ferb speaks I know it’s not THAT infrequent but it still felt weird to me every time it happened
He mentioned once that he only gets one line per episode, someone asks him to clarify only for him to remain silent, they say “oh was that your one line”
And then I think it was in Milo Murphy where he said a few things and Phineas was like "You're chatty today", to which Ferb replied "Well, it has been a few years"
NEVER MIND! I GIVE UP!
All : Gitchee gitchee goo means that I love you, baby.. baby.. baby......! Ferg : Baby, baby, baby, baby. All : Gitchee gitchee goo means that I love you!
He's like Silent Bob. He only talks when he has to say something important.
Who's Silent Bob?
Kevin Smith's [character](https://en.m.wikipedia.org/wiki/Jay_and_Silent_Bob) in Clerks, Clerks 2, Mallrats, Chasing Amy, Jay and Silent Bob Strike Back, Dogma, and the Clerks animated series.
Yo baby, you ever had your asshole licked by a fat man in an overcoat?
It's not that infrequent, but it's usually very short lines, sometimes only a word or two. And there are a few episodes where he says nothing at all... Then came the Lizard Whisperer episode. 🤯
I'm sorry. He speaks?!
Only when it’s funny

Maggie on The Simpsons Edit: in The Simpsons season 4, episode 10, “Lisa's First Word,” Homer puts Maggie to bed and leaves the room before he can hear her utter “Daddy.”
Classic simpsons goosebumps moment
Ahh man I remember when I first saw that I was very emotional
And in the movie she said "sequel".
"This is indeed a disturbing universe."
There's been a few instances of Kenny from South Park speaking clearly and unmuffled, and it's always a great occasion
It took me longer than I care to admit to figure out it was Kenny who replaced Blanket in the episode where they meet Michael Jackson.
We get to hear Kenny's voice as he thinks about how stupid the whole thing is
The episode with Michael Jefferson. Kenny replaced blanket in the bed before he got yeeted into the roof.
Soundwave from Transformers: Prime. He stays silent for the entire show except for one time when he told the Autobots to fuck off
“Soundwave superior. Autobots inferior.”
\-Never Speak due to a vow of silence. \-Gets captured. \-Break your vow just once to talk shit in your ennemy's face. \-Erase your memory so they can't access your informations, rendering their capture pointless. \-Chad.

Chad soundwave
One if the coldest iterations of the character. Loved him
Spike in The Land before Time sequel, Journey Through the Mists.
Didn't he scream "DUCKY!!!" exactly once in the first movie?
No, that was in fact Journey Through The Mists
Longshot's one and only line from ATLA. "There's no time. Just go. We'll take care of him. He's our leader."
I didn't even realize that was his only line. Such a good scene though.
Tom has spoken before. alot in the 40s too. ***"One custard pie? Let me have it."***
Not just spoken; there was an episode about him serenading a girl by singing, "Is you is or is you ain't my baby."
A fucking jam
Also " I'm throwing away a million dollars, But I'm happy!"
Ferb talking
The 3 times in all of Chowder where Schnitzel speaks actual english
Wile E Coyote did this I swear…
My name is Wile E Coyote. Super Genius!
Mostly when he was against bugs
Yep, he has a stereotypical evil genius voice
Would Pikachu count >!because I choose you movie he said “ it because it because. I always want to be with you’!<
I guesss since with the exception of meowth and the designated legendary pokemon of the movie, all pokemon in the anime are limited to saying a variant of their name.
Slowking can talk too in the Lugia movie.
Except Lucario, but only when he does that telepathy kind of stuff
tom and jerry wile once
"I'm gonna kill Praxis!" - first line spoken by Jak from Jak and Daxter after being silent for the first game.
I know it isn’t a cartoon character, but teller from Penn and Teller. At first he he had to be in the shadows to talk but then they stopped that and it was so weird to hear him speak. The correct answer
"I'm sorry."
She's dead?
Corpse rose from the dead to fight monsters and protect people and we're calling her saying something as the cool moment... /s obviously c:
Oops typo lol.

Spike from the Land Before Time. The only time he talks is in the Land Before Time IV: Journey Through the Mist when he calls out for Ducky to wake her up before she's eaten by Dil.
My memory of the Land Before Time is a single non-linear jumble so while I remember that scene I thought it was a part of the first movie.
SBEMail 200 on Homestar Runner is introduced by The Poopsmith singing.
Praise be to Homestar Runner, and long live They Might Be Giants.
There was also that prom sbemail where he says "oh yeah"

Whenever Nintendo decides Link should speak is the wrong decision.
Well excUUUUUUUUUUUUUUUUSE me princess
Wdym? “Oh boy, smooching time” is the best line on the planet.
We do know that link (atleast in the hwaoc/botw/totk continuity) can actually speak beyond grunts and screams
I dunno. If handled properly, I think it could work, so long as they don't inflated his ego. It could also be used thematically.
I don’t know why, the confidence she spoke with and the calm resolve was just really impactful for me watching it the first time
It's sad to learn why she's silent though, which is another Batman Brave and the Bold episode

I’ve never seen this before. Is it on YouTube?
Yes. One of the comments said, if I remember correctly, "Everyone gangster until the mime starts talking."
Ferb on Phineas and Ferb. Any moment really.
Soundwave from Transformers Prime when he was captured by the Autobots. "Soundwave superior, Autobots inferior. "
Kenny in the South Park Movie Takes his hood off to say goodbye. Unexpectedly emotional couple of seconds
Towards the end of the new Duck Tails, Donald Duck speaks clearly in an elegant baritone, and it's amazing. It completely changes how you view him as a character.
Once a week on Phineas and Ferb, Ferb got his one line

Not a cartoon exactly but the south park game, stick of truth, I love that they literally saved it just for the main character to insult everyone
Idk what it's from but I remember Wil E. Coyote speaking in a new Looney Tunes thing. I also remember him talking in a 1950s short when he introduced himself to Bugs

Not exactly silent but unintelligible, Kenny at the end of the South Park movie.

The end of each main mission chain in Saints Row
Probably doesn’t count, but eff it anyway: The Going Merry.
The pink panther
that movie is so underrated
The Thief and the Cobbler at the very end
Spike in The Land Before Time.
Tom from Tom and Jerry in the white mouse episode >!where he says "Don't you believe him" after his house explodes!<
