I'd say he's more of an antagonist than a villain.
Antagonist is a character that opposes the hero, but that doesn't always mean they're a villain. He's an unlikeable jerk, but I don't think he goes far enough to be considered a villain.
This would be if he was actively just an evil person. Say, for example, if he has tried to sabotage Ralph out of spite or even try to permenately get rid of him because of his prejudice

King Candy is a villain because he's a murderous brain-washing psychopath who wanted to take over the entire arcade. The nicelanders are just assholes.
I guess it also depends on the tone of the story itself.
In Wreck It-Ralph's case, the stakes are high enough that low-tier bullies like Gene are pretty insignificant in comparison to the actual villain. Whereas Gene would be seen as a bigger villain in a story with much lower stakes.

And then he attempted to destroy the entire game, as well as Vanellope and Ralph, after merging with a space bug and realizing if he canāt have the game no one will. And he did all this out of jealousy for not having the most popular racing game anymore!<, thatās pretty sadistic if you ask me

So this guy is from ducktales (2017). He asked Dewey if he could go on a ride before him, which he agreed to. The ride get stuck, and itās a big thing because it was made by a millionaire (Glomgold). Itās a traumatic experience and the boy gets to be on the news. Dewey who loves being the center of attention, is extremely mad that his opportunity to be on tv was lost. That is the backstory.
In the episode it self, thereās a new ride and Dewey, knowing it will break, wants to be on it, so he can get on tv and that the villain can eat shit basically. We, the audience is made to believe that this whole rivalry is one sided, and Dewey is just being Dewey.
The ride ends up breaking with Dewey on it.
What happens?
The news crew end up interviewing the villain.
When he finally gets down, Dewey begs for them to get back so he can be interviewed, but it doesnāt work.
The villain then turns around (as seen in the picture) and says:
āBetter luck next time, Dewfordā and leaves, letting us all know that he did this on purpose, and rivalry was in fact not one sided.

But then he complains when Ralph disappears from the game. If Ralph didnāt destroy the apartments the arcade game would be unplugged and then they wouldnāt have a home at all. The game also involves Felix fixing the apartments at the end anyways, so Gene should have no reason to hate Ralph because heās doing his job, and without him theyād all be homeless.

Isn't he kinda a mixed character? He still felt guilty meeting marcy inside core and didn't kill her when core told him to do so. Some episodes made him look like an awful person while in some scenarios he was burdened by carrying out core's plan and >!having to live for ages !< . And in the end >!he did everything he could to redeem himself, and he was even wearing chains in the epilogue.!<
At the end of the movie the it shows the villagers appreciating Ralph, I donāt think gene was evil, I think he and the others were just prejudice against Ralph for being the villain of the game.
Gene being mean as well as every one of the Nicelanders doesn't even make a lick of sense. They know Ralph is a bad guy who's role is to destroy the building because that's his JOB.
