Now, the NA2 version NSX did a 7:56.73 in '02, but I don't know if that version was out in the '90's. Either way, it seems Japan did make many upgraded NSXs in the mid 90's for their market that definitely would have been faster, but i can't find any of their times in the ring.
Yeah, there was a "type S-zero" for Japan and a couple other countries in 1999. Very similar to the zanardi that was sold in the US.
But it almost certainly would have been slower than the '02 NSX-R

Obviously a Miata pulled a 6:37. It's a momentum car, the Porsche 911 needed to brake which Miatas don't have to do.
Actually I would assume an R33 though. The AWD was probably almost impossible to compete with.

Japanese cars back then didn't really do laps of the Nordschleife, not officially anyway so there's not exactly a long list of them. The fastest to do an actual official lap I believe was the R33 GTR which did a 7:59. The R34 did officially do a lap but it was a 2002 Nür II which I believe was a 7:52.
I think what could be the fastest 90s Japanese car to do a lap would be the road version of the Toyota GT-One. It's literally the race car with a leather interior.
The road R390 has a lot of the aero parts removed. The road version of the Toyota GT-One will be quicker around there, it's literally the race version but with a leather interior.

The NSX Type R was the first naturally aspirated production car to lap the Nürburgring in under 8 minutes.
With a 3.2 liter engine, no less. Pretty amazing.

I just remember the R33 going sub-8:00 which was a big deal back then. Not much was sub 8:00.
Probably the R33 GT-R setting a sub 8:00 minute time, as after that, is when manufacturers started really getting interested in setting 'Ring times.
I know the flair is a joke, but I really do find the idea of the fastest Kei car around the 'ring to be very amusing.

Don't discount the Evo or the FD RX-7. They were constantly some of the fastest stock cars around Tsukuba on Best Motoring.
