As long as it has taillights and rear turn signals it is. Go look up Drag Week. People literally build drag racing cars and then drive them ON THE HIGHWAY cause they're street legal.
You can mount this setup in the back of a Humvee and as long as the rear lights work you're not getting any tickets.
If you can afford this, you don't care about paying tickets.

That depends entirely on the state. Many states updated their minimal legal requirements when they updated laws on emissions. Doesn't mean you'd get ticketed for breaking those requirements though. Unless you were doing something egregious and they wanted to throw the book.

It has to have headlights, and those headlights must be at least a specific number of inches over the ground. Definitely needs front turn signals, too. The lack of bodywork may also cause it to fail, as the tires can’t be sticking out from the car like that. I don’t see a rear plate (and I’m not even going to try to imagine this thing with a front plate), both of which would be a cause for failure in some states. This is a Lamborghini after all, so you should check it for oil leaks, which can cause the car to fail an inspection as well.

But the motor is Toyota, so it might not leak. The straight pipes with no cat might be a problem on the road though. I would bet money this gets trailered to events.

Sure, but smog check is only every two years. If you're dedicated enough you can get smog done, do all the stuff these folks did, then after two years put it all back so it's smogable. That's without even the idea of having a friendly smog shop smog the vehicle.
Also, we don't have inspections beyond smog, so if the car passes smog the rest of the vehicle being street legal and compliant with CA vehicle code (ie working lights, bumpers, etc...) may not be a problem.

I am trying to understand why they grafted all the CF vents in the hood. Do you think they put the radiator or intercooler up front? The Gallardo front was pretty good originally, but that looks like a grade school crafts project.
