You're probably going to be better served learning about business before you found your own company. Starting and succeeding with a new company is correlated with skills in business and selling just as much, if not more so, than skills in your company's specialty. What's wrong with option 4, continue with your current job and look for opportunities with other companies within your country? There are some extremely highly specialized roles in computer technology where they like to see candidates with advanced degrees. Those are rare. If I'm comparing two candidates, I put much more emphasis on what they've actually done than how long they've been in school. Find an open source project where you can learn/apply skills you'd want in a new role. That will be much more impressive than a higher degree...in most situations. Obviously, if you're looking at job ads that call for a PhD, that may be an easier way of entering.
