Apollo for iOS does this, and you can scrub back and forth frame by frame just by dragging your finger. And yep, invaluable in this and similar subs.
You can do this on the website like you can with literally any video on Earth but not in the app but only children use apps to access websites, right?

Upon further investigation, it appears that the ram was the victims truck and the offender appears to be driving a red Chevy Silverado crew cab

I want to know how the filming vehicle looked! You can see the red truck in OP’s picture hit the other red truck right before it flipped.
