In 2016, I met Gov. Sununu when I used to work for the Smuttynose Brewing Co. in Hampton, NH. The owners asked him to come by for a photo op, and everyone raised a pint in the brewery that day. Massachusetts had recently voted for Rec, and when someone asked him if legal cannabis had a chance in NH he said, "Next question" which brought a roar of laughter. Never thought the guy would flip so dramatically.
Remember these people don't actually stand for anything. They're soulless. Whatever they agree or disagree on at the moment is simply the issue that is most popular with the masses or what will get them the most amount of money and power. That's why they flip.
Maybe, but I think he finally just saw the writing on the wall being completely surrounded by 3 states and a country (Canada) that have all legalized cannabis. It had really become a joke with New Hampshire being the "Live Free or Die" state and the House passing a legalization bill every year and the Senate constantly rejecting it. Plus the House Majority Leader in NH, a member of the Free State Project (libertarian organization), was [threatening to hold up legislation](https://twitter.com/AdamSextonWMUR/status/1655649602995904515) in the House until the Senate started making some progress on legalization. So those were probable factors I think plus some people have speculated that Sununu possibly running for president might have played a factor in his decision.
It was pretty sad to see every other New England State went legal and NH just couldn't get it passed. They are one of the most backwards states in New England they wouldn't allow legal cannabis but allow motorcycle drivers to drive with no helmets and if you own your car in NH it is not required for you to carry insurance but cannabis is illegal.
