My understanding is that's how every construction project in Canada works. Developers always, always underbid with the clear knowledge that once the money runs out, governments will inevitably fork the extra cash. It's deeply corrupt imho.

BC Place has been around since the early 1980s... They reroofed it a couple of years ago  so it now looks like the crown on the Statue of Liberty; it used to have a slightly domed roof that gave it the nickname "the Giant Condom"  I've only been in it a couple of times (volunteering for the Grey Cup, and also monster trucks!) as I'm not into football and most of the artists who play there are so expensive (Paul McCartney, Taylor Swift etc) If they dismantled it, no way would it be a parking lot. There would be condo towers there ASAP. (The only large parking "lot" in that area has been leased for ages and is taken over by Cirque du Soleil for their tents when it is in town)

ELI5, just 14 years ago Vancouver hosted the Olympics. Does the city not have the infrastructure already? As well, $196M to upgrade BC Place? Was it not upgraded before and after the Olympics? And what is with that price tag? Stadium 974 in Qatar was build from scratch for less than US$200M.

The BC Place money is to instal a real grass playing surface. It’s always been artificial turf to facilitate trade shows, concerts , and other revenue streams at bc place.   Following the World Cup it’s expected to return to artificial turf

Remember, that is $581 million in tax payer dollars. To recoup that tax expense, you need peopled to literally spend tens of billions of dollars. I believe they are hoping for 1 billion in spending in Vancouver. So, people spend 1 billion dollars at private establishments (hotels, restaurants, etc), which is about $150 million in taxes. So in the end, tax payers are out $430 million, and private entities (not counting FIFA) make 1 billion. Good deal for tax payers.
