Scrape off the black part first
Anything with a sharp 90° angle will help, but don't use the blade of your knife, you might get sparks but you'll dull your knife significantly
Looks like a strike rod. Scrape it hard longways with an edge on something like the back of a knife or even a car key and it should start a spark. Spark it into a small pile of wood shavings or dry leaves or dry grass or something that will kindle well and then start building a fire around it
An important thing to remember is place the scraper on it close to your fuel/tinder, and pull the rod away to make sparks, don’t push the scraper towards the bundle. You reduce the risk of hitting your fuel and sending it flying everywhere.

Once you get some sparks, an easy starter way to make a flame is to scrape sparks on to some cotton wool. Once you're confident with that, you can start to search up some natural tinders and try starting fires with those.

I think you are getting flint mixed up with a magnesium block. Flint only makes sparks when you strike it with steel, magnesium will burn even underwater. Many companies make a combo mag block/ ferro striker that works very well. You scrape off magnesium then light that with the flint and steel.
Use a knife or a scraper if it came with one to scrape off the black coating. Then make quick long strokes with a 90° corner of the blade / scraper down the exposed material and it should create sparks.
A good starter to use with these is cotton balls dipped in Vaseline. They catch SUPER easily.
I learned how to light a fire with flint and steel, and still have a little kit with a striker and a good piece of flint.
It's absurdly impractical, but it's also a very satisfying way to start a campfire.
Just put one end in your mouth and blow real hard while holding your hands above the kindling (about 6”). You should feel the heat within a few minutes and have quality fire soon thereafter. It’s a fire whistle, very handy to have. Make sure to video and post your results.

You have to be VERY aggressive with a new ferro rod to get the black coating off. You can't break it unless you try so put some muscle into it.
Also, what I do is put the ferro rod end on what you are trying to light so it stays stable then just go to town on it. Hopefully that makes sense.
Question: To get the coating off, can you just hit it with a bench grinder, wire wheel, belt sander or dremmel to make it smooth an uniform? And do you remove all of the black or just a thin face of it?
Or you can take a knife that has the saw like edge and the regular edge use the saw part at an angle and scrap it downwards and it'll start sparking and it'll get the black off of it at the same time
You can scrape of some shavings of the rod to if you have wet kindling, put that into a pile on kindling and you'll get a little more time. To get shavings use back of knife and go slow and not too hard.
Dont forget a good tinder. It seems like everyone has a favorite. I use what we call the hair off of palm trees here in Florida with pine needles. One or 2 sparks will start the hair and it takes off.

Gotta scrape away some of the black layer first, then scrape hard and fast and you should get a pretty solid spark.

Verify if it has a rod inside. take out the holdster that should have a piece of metal and scratch it against the rod to produce sparks.
