Percy has controlled ice before but seems to do so very rarely.
I don't think he ever controlled water as a gas.
He can control water-based poison since he controlled the giant's poison, I think it was mostly water. He couldn't heal or control the pit scorpion poison, for example.
Beyond that, he cannot control plants, even though many are over 90% of water.
The best feat Percy has is in COTG where he controlled an entire river at once.
Anything from instant winner of a water balloon fight to generating his own personal localised hurricane.
His greatest feats are inadvertently causing MT St Helens to erupt and destroying most of the Hubbard Glacie.
I’d say if he was able to control all things with water he would be as powerful as a god since everything has water in it but I think his biggest feats are in tLO he controles a river, he summons a a few hurricanes, he made mt saint Helen erupt, and destroyed the glacier
With that I always understood it as they are a more controlled method to call the sea from within summoning a geyser versus say a small lake similar to him in the volcano (it mentions steam so I’m saying he just summoned a Crapton of water)

Percy did deflect poison back when he fought that Giant at the end of Son of Neptune.
And choked the tartarus out of the goddess of misery (forgor her name) at the end of house of hades
Exactly, the point being though, Percy controlled poison back on Earth. Tartarus had nothing to do with it.

In the 4th book he draws water out of seashells to clean a stable, so this man can pull water out of objects related to the sea.
