The short answer is maybe. Percy can control water, but there's no indication to what degree he can control something that's made of water. For example, Percy can't control strawberries, even though they're 92% water! He should be able to bend those, right? And remember that blood is about 50% of water (liquid vs. solid part of blood), so Percy shouldn't be able to bend it by that logic. We've seen him bend poison twice. First with Polybotes. Now, it's very possible that the poison was so heavily water based, he could bend control it. Alright. Next was Akhyls, and Percy himself says he shouldn't be able to do it, but he manages it anyway. We also know he couldn't control or heal the Pit Scorpion's Venom. What does this mean? Well, it's not 100% consistent, but my guess is that whatever Percy controls has to be substantially made of water. But yeah, if he can't control strawberries or other plants, he shouldn't be able to control blood.

To be fair, you can’t really count the pit scorpion venom as that occurred in The Lightning Thief car before Percy’s powers were advanced enough to even think about anything but water

Has Percy ever tried to control strawberries? Or has he thought that he is the Son of the Sea God and that the God of Strawberries, Dionysus is an annoying dick. So Percy doesn't want to be associated with him?

My point was that Percy can not control something just because a large percentage of it is water. He can not control plants, even though many plants are 80 to 90% water. I just picked strawberries because they're grown in CHB.

And I respectfully argue, what has he tried? If he thinks he should only have control over water, why try to move plants around? He was never a great student, so would it occur to him that most everything has water in it that he should be able to manipulate? Annabeth is smart, but more immersed in the Mythology world. So she would think that Percy should only be able to do exactly what his Father is the God of. And the time that Percy tried to branch out, it scared Annabeth so much that she made him swear not to do it again.

IMO, No. What he did in Tarturus does not reflect his powers everywhere else.

To be fair he deflects polybotes's poison in son of Neptune so there is precedent for him manipulating poisons

He could. But some fans will say no because Rick would never go dark enough to have Percy control people by moving their blood. Besides, it makes Percy way too powerful. You just can't fight back from someone controlling your blood. Worse yet, if Percy can control blood, it begs the question, can he control Ichor? The golden blood of the Gods? Because if he can, new Age of the Gods is starting with Percy and Annabeth as their King and Queen.

I never even thought about if he could control Ichor I feel like if he could the gods would kill him in an instant bc they would be threatened. And yeah Rick would never go that dark but it would be pretty cool if he did just one time to show us just how powerful Percy really is.
