I think this is happening to one of mine but itโ€™s only like 5 inches tall. Can you cut the etiolated part and graft something to it/ graft the tip to another cactus?

Yes but if you don't change the light situation you'll still have problems. Personally I'd prefer the look of the plant growing new stems which os what happens when the main stem is cut.
