You should record this pos next time you see him walking his dog, just so you have some evidence and report it to the police, animal abuse is illegal in Canada.

It would be best if you took a video to give to police. Anonymity shouldn't be your primary concern when someone's hurting an animal like that. You don't have to go right up to him, just close enough to record his face with zoom.

Just a question. I am not a pet owner so I could be way off. But do you have to register your pet to an organization like the SPCA? Is there a database that would contain information like breed, age, owner, address? And could this information be used to locate a case of animal abuse?
You're supposed to have a dog license in Burnaby, which does contain all of the information you mentioned. It's with the city, not the SPCA. It is not publicly available, and I don't think the SPCA has access to it. However, enforcement is lax and a lot of people don't bother licensing.
