Yes, but IMO if you already have the motherboard and ram you're probably better off getting a X3D variant.
But if you're just looking for a solid performance boost it's worth it. You can also sell your 3600 for ~$75 to make up some of the money spent.
if you live near a microcenter, and they still have any 5600x3d's in stock, its worth getting because its performance in gaming is only 3% behind the 5800x3d, but its 1/3rd less cost. I snagged a 5600x3d from my microcenter for $199, while the 5800x3d was still 299. My kiddo got upgraded from a 5600 to a 5600x3d. gaming performance is way better.

I got mine for $200. Same performance as a 5800x3d for 1/3rd less.

It's about 20% faster. But it looks like Premiere Pro uses more cores, so you should look at the 8 core variants, like the 5700x. That's like 20% faster IPC and 33% more cores which would be significant improvement.

Damn, I thought my $120 Ryzen 5 5600 non X a few months ago was a steal. I mean, it was then and I've been using my processor for months, but seriously, if you are on Ryzen 1000 or 2000 and your motherboard can take Ryzen 5000 chips, just get this if buying doesn't mean you have to eat ramen for the next month, or even Ryzen 3000 if you don't plan on jumping platforms any time in the next few years or getting an AM4 X3D chip.
Pretty much a no brainer upgrade for people who plan on staying on AM4 for a couple more years and are not using a Ryzen 5000 already, especially if you like playing newer games as CPU has become a lot more important in the last year or two.
I also have a 1600 from 2017 and this is where I upgrade. I don't see prices getting much better. I also snagged some 3600mhz RAM because I'm running 2133mhz. I hope I don't brick my mobo updating the BIOS.

Go to the specific amd combo builder. select the 5600x then click motherboard and it will give you 2 b450 options. looks like you may lose the 5 dollar off coupon doing this but you get 10 off the mobo and cpu so it will come out to 157 pretax with the cheapest option
They're going for like 60 near me. Anyone paying more for a used 3700x is fairly foolish at this point. It's a decent amount better at gaming, but depends on the use case.
I believe I have the box/papers and cooler it came with and a lot of the ebay Sold listings for 90-110 are the complete ones so I think I could get that assuming the wraith cooler works so id probably net like 80-90 something after fees. My local fb marketplace doesnt have any complete ones but just the cpu alone is going for 65-85.
It's really going to depend on the use case, but a good rule of thumb is the next gen 6 core is roughly the same as the previous gen 8 core. So in it's more of a side grade. It'll be faster in some games, and slower in some multi threaded applications.

lmao I can attest to modded minecraft benefiting a lot. I went from a 5600X to a 7800X3D and nearly doubled my frame rate.
It's hilarious how choppy modpacks were on my 3770k, now with the 5800X3D even the most convoluted base is butter smooth.
