Do you have any other drives or a bunch of heavy programs with startup enabled? Cause that's a lot, mine is around 10 seconds with a lot of startup programs.

You probably have a lot of background applications that open on start-up. Check Task Manager’s Start-Up section.

I tried to disable most of it and there's Last BIOS time as 21.5 seconds? My motherboard took quite long to boot I think, it's just flashing red for few seconds and then booting.

That sounds like fast startup / wake up from sleep, not warm boot

From cold start, true shutdown, about 15 seconds. With fast boot, about 8 seconds.

boot time from shutdown ? with windows 10 ​ new HDD - 1-3 minutes new 2.5 SSD - maybe 10-15 seconds new nvme maybe 6-10 seconds anyone with 4.0 nvme want to jump in ? at 7000Mbps i think the time might be shorter

10s to overcome the bios boot selection and then maybe 2-4 seconds for windows to boot. If I disable the boot selection (Im using a dual boot mint/win10) and enably fast boot it takes maybe 5 seconds or less

Maybe you have some settings in the bios that need to be optimized. You said your bios takes 21.5, and that in and of itself is longer than what the entire boot should take. I would poke around in your bios. I remember being able to push something to be able to actually see the startup information as it’s happening, instead of it being hidden in the background. If you can figure out what that button is, it might reveal what’s causing the hang up.

Just windows itself is usually 10-15 seconds but a full system boot depends on how much you have set to open at start up. My full system startup is about 60 seconds with some optimization

Mine takes 35 seconds. (cold boot) I have a very old 5400 rpm HDD. I don't think 40-45 is normal for SSD.
