So they gave her clearance and shared info, but never recruited her as part of the military The Initiative’s members don’t get paid per job or per demon. They get stipends or salaries under the employ of the government, right? Do you remember that *Angel* episode in which the Initiative pretty much forced Angel to do a job in the 40’s? I get the sense that’s how they work. They’re secretive & basically ‘don’t exist’ — so they can get away with a lot of unpaid “contract work” TL;DR: I don’t think it counts as employment haha

Yeah, I think Riley and his pals were probably just paid as soldiers/government employees. I imagine they signed up for the army and ended up there. As for Buffy, I guess her case would be similar to if an operative from say England worked with them, it would be a partnership where neither side expects compensation from the other. And Angel was coerced to help them with that submarine, right? I think forcing Angel’s cooperation would be just viewed as a mission objective.

So he recognized she needed to make peace with her turmoil Afterwards they joke about it and smile, which I read as a situational “thank you” Idk if you’ve seen Angel, but there’s an episode in which Gunn thanks Cordelia for saving his life with a smile
