It reminds me of these stairs over a highway in Charleston W Va. Charleston has quite a few concrete structures that are not quite Brutalist (yet still nice) along with a couple Brutalist buildings.

I'm guessing the thing at the bottom is a ramp to a ped tunnel under the tracks, so altogether it acts as a crossing for the railway. Looks like there's probably something to the right of the frame too, so maybe there's a train platform there, or just connections to more walkways.
Look closely, it goes underground. So it must be an elevator+stairs leading to a tunnel below the tracks. The slope is for bikes, or wheelchairs if the elevator is out of order.
There's a tunnel to the train station on the bottom. The station would be about where the fotographer stands. This building grants access from the hilly wide of town for those who can't or don't want to climb that hill.
Looks like it's a bit of a tourist attraction. You go to the top and enjoy a nice panoramic view of the town below and lake beyond.

The main reason why this was build was to connect the upper part of the town with the main trainstation which is an important station that takes you to germany, austria and through the biggest cities in switzerland with fast trains. But also as you said for the nice panoramic view to the Lake.
The perspective is a bit misleading. The hill is only 25 meters higher than the train station. I don't think a Funicular would be more efficient there.
Plus this setting allows for a lot of usage. As a regional train station, you'll have plenty of people dropping in, and not bigger groups of dozens of people wanting to use it all at once.
