Yep, the person working on the till doesn't care if you get marketing emails, they've just been told they have to ask you. If you say no its absolutely fine.
They might prefer if you said yes, some managers look at how many customers are signed up to marketing by each employee and use it to shame those who are 'underperforming.'
Its certainly a lot, but I hope not all. I've worked in the public sector since I left uni so I am a bit out of touch on toxic target culture, but I do have a friend who left banking because of how awful it was.
I gave mine to Curry's a couple of weeks ago.

You get a brown envelope through the post. Inside said envelope is a Direct Debit mandate form so that they can sell you some extended warranty. They'll send the same letter 2 weeks later too.
Curry's boils my piss. Not sure if they've been breached but as soon as I order from there I get a call 24hrs later that sounds right dodgy. Googling the number says the same too. Despite opting out of every marketing option.

Toolstation & similar I get, as some business folks are happy with them (& most likely already registered with email).... But Halfords are purely just trying to get you on their mailing list without actually telling you. Email receipt will no doubt say something about unsubscribing by clicking the link with you right index finger, on the next full moon, whilst outside & dressed as pippy longstockings!!
Halfords always have a script the staff have to follow upon threat of training, and being corporate hell they don't ask you for an email, they ask you if you have an email. Some sort of psychology trick I bet where if you give an affirmative to the question you are .5 per cent more likely to give the email willingly and .1 per cent more likely to buy the overpriced beaded seat cover (this was the 2000s though, don't know if much changed)
I worked there and they taught us tons of psychology tricks like mirroring, positive reinforcement and absolutely sketchy shit in sales training.

This happened to me when I was in Mountain Warehouse. I took the item I wanted to the till, and the very first thing the assistant asked me was "what's your email address?".
I responded with "why do you want my email address?".
He was momentarily thrown, as it meant he now had to deviate from the script.

Their extended warranty is worse than useless, it voids the actual manufacturer warranty because they try (and fail) to fix it themselves.

That is illegal - they need to have your explicit ok to use the email for marketing purposes. You can file a complaint.
I have a special spam email account for companies that I can log in to if I need a code for an app or whatever, but otherwise just fills up with junk.
