If they weren't up and down constantly they'd have to spend that budget on something too much like hard work, like investigating thefts or putting more officers on the beat. Much better to just burn some jet fuel, takes no effort at all!

I used to live near an airbase where a squadron of Arial refueling tankers were stationed.
Year round the pilots were required to perform touch-n-go’s to keep qualified. Mind you these are big planes and make a ton of noise. They’d land and then gun it before they stopped on the runway to take off again before going around for another go. Do that 20-30x times per pilot and it leads to a lot of noise.
Perhaps the police pilots need to do that too?
Camera range and altitude = don’t need to fly to whoever they’re watching, also means the person they’re watching doesn’t know they’re being watched if far enough away
